With the changes in the economy, local and federal government regulations and eating habits, what changes need to be made thought marketing, menu development selection and operating costs by the restaurants here in NH.

I would say as far as marketing goes, competing with the large chains is your biggest challenge. In order to compete you must be found in local search results. There are geo-targeted search engines where people are searching like Google Maps. This is where you must be found. Make sure you post your menu, specials, coupons and hours.
