What does Gov. Lynch have against Mount Sunapee Resort?

Is this going to foster local business growth and better recreational opportunities in the Lake Sunapee area?  Why does Gov. Lynch approve pouring our resources into Cannon Mt. and in turn prevent Mount Sunapee Resort from becoming even more successful?

From today's Union Leader:

Mount Sunapee officials say the state is treating them "spitefully" by blocking their attempts to increase business, including plans for a summer recreation operation. General Manager Jay Gamble said the state gave permission under former Resources Commissioner Sean O'Kane to construct an alpine slide, zip-line, mini-golf course, water slide and climbing wall, but it has been rescinded by current Commissioner George Bald. The rejection is part of a pattern, Gamble charged, pointing to Gov. John Lynch's refusal to bring forward a request to expand the ski area's leasehold boundary by 175 acres to allow for adjacent, private slope-side development.
